Specialization
Dave has more than 20 years of experience in the dispute resolution field. He mediates complex, multi-party matters across a range of sectors, with a specialization in transportation and railroad. His mediation work also spans employment, environmental, regulatory, education, and public safety matters, as well as collective bargaining and grievance mediation in both the public and private sectors.

Approach
Dave's approach is active and practical. He comes prepared, stays involved, and keeps the process moving. He expects the parties to do the work, and he works alongside them. He is comfortable working with experienced counsel and understands the dynamics that come with it. He uses structured thinking and visual tools to help parties see their situation through a different lens and consider options they may not have thought about. Colleagues and clients recognize him for his patience, creativity, and relentless commitment to finding practical solutions.

International Training
Dave designs and delivers training in negotiation, mediation, and conflict management in the United States and internationally, including mediation skills and mediation advocacy. His international work has most recently taken him to Kosovo, Pakistan, and Uzbekistan, where he has worked on building mediator capacity, developing certification programs, strengthening court-based mediation services, and supporting the long-term sustainability of mediation centers and programs.

Organizational Work
Alongside his mediation practice, Dave works with organizations and senior leaders on change management and organizational effectiveness, helping them build the communication, trust, and internal capacity needed to function at a higher level and navigate complex challenges.

Background
Before co-founding Impact Associates in 2025, Dave served as a Commissioner with the Federal Mediation and Conciliation Service (FMCS) in Washington, DC. Prior to that, as ADR Counsel for the U.S. Environmental Protection Agency and as Director of the American Bar Association Section of Dispute Resolution, one of the leading professional homes for the field. That combination of frontline practice, federal service, and national field leadership gives Dave a perspective that spans sectors and institutions and shapes his approach to his work today.

Credentials
Dave is an IMI Certified Mediator and a member of the American Arbitration Association's Mediation Panel and the DC Court of Appeals' Appellate Mediation Panel. He holds a B.A. in Peace and Global Studies from Earlham College, a J.D. from Syracuse University College of Law, and an M.A. in International Relations from Syracuse University's Maxwell School of Citizenship and Public Affairs.
