Dave Moora – Senior Partner

Dave works with clients facing high-stakes mediations, stalled labor negotiations, and organizational dynamics that threaten performance and trust. He challenges clients to step back and see their situations through a new lens, approaching differing views as opportunities for growth that spark creativity, lead to better decisions, and drive meaningful progress. By shifting how people think, not just what they think, he helps clients uncover fresh perspectives, strengthen collaboration, and discover new pathways forward.

Before co-founding Impact Associates in 2025, Dave served as a Commissioner with the Federal Mediation and Conciliation Service (FMCS) in Washington, DC, following earlier roles as ADR Counsel for the U.S. Environmental Protection Agency and as Director of the American Bar Association Section of Dispute Resolution.

With two decades of experience, he has mediated complex disputes across sectors, including railroad, environmental, employment, regulatory, education, and public safety. His work also includes collective bargaining negotiations and grievance mediation in both the public and private sectors. In addition to his mediation practice, Dave has led organizational change initiatives for large organizations and senior executives, helping them anticipate and address challenges early and design systems that sustain communication and trust.

A recognized leader in the field, Dave chaired the Federal Interagency ADR Working Group and led national initiatives to advance fair, cost-effective dispute resolution practices while serving as Director of the American Bar Association Section of Dispute Resolution. He has designed and delivered training in negotiation, mediation, and conflict management across the United States and internationally. From 2021 to 2025, he worked in Kosovo, where he developed a national mediator certification curriculum, led a train-the-trainer program, and strengthened court-based mediation capacity and services.

A lifelong learner, Dave continually refines his craft and deepens his understanding of how people and organizations grow, adapt, and lead through change. He is IOA trained as an Organizational Ombuds and a graduate of the FMCS Conflict Management Professional Certification Program, an intensive, practice-based experience focused on leadership development, coaching, early dispute resolution, organizational change, and conflict management system design. The program also included certification as a PROSCI Change Management Practitioner and as a trainer in Crucial Learning’s core programs—Crucial Influence, Crucial Conversations, and Crucial Accountability.

Together, these experiences provide Dave with a comprehensive, research-based foundation that strengthens his work with leaders and teams and parties as they navigate complex challenges. His practical methodology helps clients recognize and shift the patterns that keep them stuck, align intent, behavior, and impact, and create the conditions for lasting, meaningful change.

Dave is a member of the American Arbitration Association’s Mediation Panel, the DC Court of Appeals’ Appellate Mediation Panel, and the McCammon Group’s Ombuds Team. He holds a B.A. in Peace and Global Studies from Earlham College, a J.D. from Syracuse University College of Law, and an M.A. in International Relations from Syracuse University’s Maxwell School of Citizenship and Public Affairs.
